Beginner’s Guide to proposed attendance boundary changes for 2016-17

Dallas ISD is considering changing the attendance boundaries or feeder pattern options for select Dallas ISD schools next school year.

District leaders held eight community meetings to discuss the proposed changes and gather feedback from the public. The proposed changes are not final and require board approval.

The Hub has compiled the following guide to provide information on the proposed changes.

Is the district restructuring all attendance boundaries?

No. In fact, most attendance boundaries will stay the same.

Why is the district looking to adjust some attendance boundaries?

Adjusting attendance boundaries for select schools is a strategy to more effectively distribute the student population. It’s a fiscally responsible way to address overcrowding at some schools while more effectively using other school facilities that are expected to be under capacity. Some attendance boundaries also may need adjustment due to a new school opening in the area.

How are attendance zone changes determined?

A multi-step process goes into considering changes to attendance zones. The steps include:

  • District officials examine area schools to determine the most efficient way to distribute the student population within the capacities of each school;
  • District officials review long-term projections provided by the latest demographic study;
  • Student addresses are analyzed to determine which areas could potentially be rezoned to another school;
  • Input is gathered from various stakeholders and Dallas ISD administrative staff.

What schools could be impacted?

Below are details on the proposed changes to the select schools. Included are links to the PowerPoint presentations and maps detailing the proposed changes for each group of schools:

  • Proposed attendance boundary changes at Leonides Gonzalez Cigarroa; Julian T. Saldivar; Tom W. Field; David G. Burnet; and Stephen C. Foster elementary schools to more effectively distribute the student population. The proposed changes are due to the opening of Jose “Joe” May Elementary next school year (presentation, map);
  • Proposed attendance boundary changes at Ben Milam, Sam Houston, Esperanza “Hope” Medrano, and Martin Luther King, Jr. elementary schools to more effectively distribute the student population. The district is considering these attendance boundary changes to consolidate the Uptown neighborhood and all of downtown into one attendance zone instead of across several attendance zones (presentation, map);
  • Proposed feeder pattern changes at Birdie Alexander and Ronald E. McNair elementary schools to align the schools with the Carter High School feeder pattern (presentation, map);
  • Proposed feeder pattern changes to align Obadiah Knight Elementary School with either the North Dallas High School feeder pattern or the Thomas Jefferson High School feeder pattern (presentation, map option 1, map option 2);
  • Proposed attendance boundary changes at Daniel Webster and Thomas Tolbert elementary schools to more effectively distribute the student population. The proposed area to change is closer to Tolbert than to Webster elementary (presentation, map);
  • Proposed feeder pattern changes at Highland Meadows Elementary School to align the school with the Conrad High School feeder pattern (presentation, map option 1, map option 2)

Would all students who attend one of the schools listed above have to switch to new schools?

No. However, students who live at specific street addresses within each school attendance zone would be impacted if the board approves the changes.

Would bus transportation be provided for students who are impacted by the new attendance boundaries?

Yes. Standard transportation rules would apply to all students. This means the district would provide transportation to students who live outside a two-mile radius from their home school.

If the board approves the changes, would families be notified?

Each family affected by the boundary changes would receive appropriate information in February or March specifying their child’s new school assignment.
