New leadership assumes important Human Capital Management positions

The Dallas Independent School District has filled two important positions within its Human Capital Management department.

The district has hired Shatana Allen to lead the Professional Standards Office, effective Dec. 1, and Cheston Chan was tabbed as the new director of Employee Relations effective Nov. 27.

The district’s Professional Standards Office reviews allegations and complaints made about employees while the Employee Relations department manages disciplinary action of employees.

Allen brings a wide range of experience from various human resources roles in both the public and private sector. Prior to Dallas ISD, Allen had held the title of director of human resources for ALCO Stores Inc., since 2012. Allen worked more than seven years for Aurora Public Schools, with investigating and addressing improper conduct by employees as a primary responsibility. Allen has both a bachelor’s degree and a master’s degree in human resources from Colorado State University.

As director of employee relations, Chan will oversee the district’s grievance process, the legal review process, case management and trainings. For more than a decade, Chan served as associate labor relations and partnership manager for Verizon Communications Inc. Chan received both his bachelor’s and master’s degrees from the Michigan State University, with the advanced degree in Human Resource Management & Labor Industrial Relations.
